Relocation goes more smoothly when residents understand the project long before anyone is asked to move. RAD builds that in with required resident meetings and notices. The required meetings are a minimum.
The minimum requirements
HUD's RAD guidance calls for:
- A RAD Information Notice (RIN) to residents before the RAD application, and notification to the resident organization.
- At least two resident meetings before the application is submitted.
- At least one more resident meeting before the Financing Plan is submitted.
- Incorporation of the RAD plans into the PHA Annual Plan or a Significant Amendment, which brings the standard Resident Advisory Board consultation and public hearing requirements.
What to cover
HUD suggests meetings address the PHA's current thinking on issues such as:
- whether assistance will transfer to a new site;
- whether the PHA will partner with a developer;
- changes in the number or configuration of units;
- the likely scope of construction;
- whether relocation is expected and how it would work;
- residents' rights, including the right to return.
Accessible, inclusive meetings
Fair housing requirements apply to resident engagement. Hold meetings in accessible locations, preferably on site; provide interpreters and translated materials for residents with limited English proficiency; and offer auxiliary aids such as sign language interpreters and alternative formats. HUD encourages multiple smaller on-site sessions when that improves participation.
What works in practice
- Answer the relocation questions early. Residents want to know whether they will move, when, and where. Share what you know and when you will know more.
- Collect and respond to comments in writing. A comment log with responses shows good faith and helps with HUD review.
- Meet more often than required as plans firm up, especially before relocation notices go out.
- Start the needs survey at these meetings so the relocation plan reflects real household data.
